The property

A towering 200 year old grade 2 listed building, Ebley Mill was the largest in the Stroud valleys, for many years owned by the Marling family. The Long Block on the left of the building was powered by waterwheels, and a later block nearer the canal which included a huge steam engine to provide additional power.

That later block was destroyed by fire in 1859 and was replaced by the surviving building which includes a staircase tower that once had a chiming clock.

It is a government building containing sensitive materials and was scheduled to be fully occupied during the installation, due to the age of the building and the numerous additions and amendments to existing infrastructure, the distribution pipework was highly complex.

The building is now the headquarters of Stroud District Council and holds up to 450 workers at any one time.

Our approach

The Ebley Mill Project completed by Cotswold Energy Group is a representative of our abilities to design and build complex water source heat pump design and build. It is a government building containing sensitive materials and was scheduled to be fully occupied during the installation, due to the age of the building and the numerous additions and amendments to existing infrastructure, the distribution pipework was highly complex.

After an extremely detailed feasibility study, the scope of works was defined and was to decarbonise the building by removing fossil fuels from the heating system and transition to renewables. This was achieved by designing a system to harness the energy from the river Frome via a water source heat pump to extract the heat from the water and use it to heat the building. We carried out works to three new plantrooms along with the distribution pipework and all radiators.

The results

Gaining Environment Agency approval and licensing was a key challenge. Also, the building was scheduled to be occupied throughout so planning and co-ordination was key to ensure that the operational capabilities were not affected, we did this through a comprehensive program prior to commencement and regular update meetings with the stakeholders
